Attack witness: 'The guy just kept eating the other guy away'

A naked man chewing on the face of another naked man on a Miami highway ramp growled at a police officer who tried to make him stop, a witness to the grisly attack said.

Larry Vega told WSVN-TV in Miami he was riding his bicycle off the MacArthur Causeway on Saturday when he saw one man biting the face of another.

?He was ripping into his face with his teeth, he was ripping his skin, his neck," Larry Vega told WSVN-TV in Miami. "He had him held down, the guy couldn?t move and he was tearing into his flesh.?

?The guy was like tearing him to pieces with his mouth, so I told him, 'Get off!'"? "You know, it's like the guy just kept eating the other guy away, like ripping his skin."

Vega said he quickly flagged down a police officer and watched?in horror.

?It?s one of the most gruesome things I?ve ever seen in my life in person,? he told WSVN-TV.

The officer, who was not identified, ordered the naked man to back away, but when the man continued the assault, the officer shot him, according to the Miami Herald. Other witnesses told the Herald the wounded attacker continued to eat his victim, so the officer continued firing.

Report: Miami police shoot naked man chewing on victim's face

"Police officer came over, told him several times to get off and a police officer climbed over the divider and got in front of him and said, 'Get off!' And told him several times and the guy just stood his head up like that with a piece of flesh in his mouth and growled," Vega said.

The officer fired several more times, eventually killing the attacker, the Herald reported.

A Miami Herald surveillance camera captured the aftermath as the attacker and the victim lay side by side on the ground with their bare legs visible.

The victim, believed to be a homeless man, was in critical condition on Sunday at Jackson Memorial Hospital, the Herald said.?

According to WSVN-TV, the victim lost 75 percent of his face.

Authorities have not released the identity of either man.

Miami police were still?trying to determine what prompted the macabre act, but theorized that the attacker had suffered from a drug-induced craze, the Herald reported.

Some relevant policies that the Calgary Board of Education has ...

I have gone to the Calgary Board of Education and started to review their policies section.

I am going to start with their policies on

1)????? Special Education Programming---Administrative Regulation 3003 ? Special Education Programming

2)????? Student Placement and Promotion ?Administrative Regulation 3018

3)????? Administrative Regulation 5007- Concerns and Complaints

4)????? Administrative Regulation 4002 ? Administrator Growth, Supervision and Evaluation

5)????? Administrative Regulation 4027 ?Code of Conduct

I decide to work with these policies first because they are most relevant to my own progress with the informed consent on the grade 7 IPP complaint that has been put away for the summer.

I am not going to look at younger boy?s files again because right now I am in the investigative mode.

What am I doing in this post?

I am looking at how the Calgary School Board handles special education students?at least in terms of their stated policies. I don?t know about their actual processing of special education students and I don?t know how satisfied parents of special education students are in that school district but at least I will find out if the policies for the district are in place to first clearly elucidate to staff, students and parents their commitment to the Standards for Special Education and other education laws and secondly, if there are complaints, that these complaints are processed in a clear, equitable fashion that has a established protocol and paper trail.

So the goals of this post is to simply explore what the Calgary School Board of Education has in terms of policies relevant to special education students.

The website is terrific:

The special education programming information is under the Part 3? School Program & Organization.

The student placement and promotion information is under the same section (Part 3).

The concerns and complaints information is under? Part 5 Parents

The policies governing staff are under Part 4- Staff

These are all policies that have some pertinence to the complaint for younger boy.

I am also interested in the quality of these policies.

I note that each policy is well organized and placed in an user friendly way so that parents can access this information---and that everything is present here---the organization is open and transparent with reference to all its policies.

As well there is no need for a parent to try to find a policy because it is all clearly labelled.? I do not have to go to Executive Services for example? to find the regulation for IPPs for special education students is filed under Policy HK. AR Communicating Student Achievement and Growth (Progress Reports and Individual Program Plans) which is filed Section H? of the Administrative Regulations under Section H ?Curriculum and Instruction.

?I simply go to the front page where there is the policy AR3003 Special Education Programming clearly visible to me.

Let me show you what I mean.

1)??? Here is the website for EPS:

First I go to the general website

This is the front page or home page for the district

2)??? Then I go to Policies

This gives me another page that yaks about policies.

Policies

Policy Search

Samsung announces Music Hub, exclusive to the Galaxy S III for now

    Samsung Galaxy S III

Samsung today announced "Music Hub," the "first completely integrated, all-in-one mobile music service," it's calling it. Samsung's based its service off mSpot and with this UK release has teamed up with 7digital to give access to more than 19 million songs for purchase. You get 30-second previews free of charge, and everything has been optimized for the Galaxy S III, Sammy says. (It'll eventually be made available on other devices, and, we presume, outside the UK.)

There are two versions of Music Hub. The free iteration, which stores any purchased music in the cloud for easy playback, and a £9.99-per-month job in which you can upload your own songs and enjoy unlimited streaming.

In addition, there's also a web interface at MusicHub.com, from which you can purchase and play back music. It all sounds a bit familiar, doesn't it?

Check out the full presser after the break, and be sure to check out the eerily Wonka-esque promo video.
