Some relevant policies that the Calgary Board of Education has ...

I have gone to the Calgary Board of Education and started to review their policies section.

I am going to start with their policies on

1)????? Special Education Programming---Administrative Regulation 3003 ? Special Education Programming

2)????? Student Placement and Promotion ?Administrative Regulation 3018

3)????? Administrative Regulation 5007- Concerns and Complaints

4)????? Administrative Regulation 4002 ? Administrator Growth, Supervision and Evaluation

5)????? Administrative Regulation 4027 ?Code of Conduct

I decide to work with these policies first because they are most relevant to my own progress with the informed consent on the grade 7 IPP complaint that has been put away for the summer.

I am not going to look at younger boy?s files again because right now I am in the investigative mode.

What am I doing in this post?


I am looking at how the Calgary School Board handles special education students?at least in terms of their stated policies. I don?t know about their actual processing of special education students and I don?t know how satisfied parents of special education students are in that school district but at least I will find out if the policies for the district are in place to first clearly elucidate to staff, students and parents their commitment to the Standards for Special Education and other education laws and secondly, if there are complaints, that these complaints are processed in a clear, equitable fashion that has a established protocol and paper trail.

So the goals of this post is to simply explore what the Calgary School Board of Education has in terms of policies relevant to special education students.

The student placement and promotion information is under the same section (Part 3).

The concerns and complaints information is under? Part 5 Parents

The policies governing staff are under Part 4- Staff

These are all policies that have some pertinence to the complaint for younger boy.

I am also interested in the quality of these policies.

I note that each policy is well organized and placed in an user friendly way so that parents can access this information---and that everything is present here---the organization is open and transparent with reference to all its policies.

As well there is no need for a parent to try to find a policy because it is all clearly labelled.? I do not have to go to Executive Services for example? to find the regulation for IPPs for special education students is filed under Policy HK. AR Communicating Student Achievement and Growth (Progress Reports and Individual Program Plans) which is filed Section H? of the Administrative Regulations under Section H ?Curriculum and Instruction.

?I simply go to the front page where there is the policy AR3003 Special Education Programming clearly visible to me.

B.???? GENERAL

1.????? The district shall provide measures to assist in determining individual student achievement and performance. Measures used to assess and evaluate student achievement and performance shall be based on the expectations defined in the curriculum.

2.????? Teachers shall use a variety of methods to assess individual student achievement and growth. These methods are to be aligned to curriculum and may include teacher observation, oral and written tests, performance assessments, teacher developed tests, district highest level of achievement tests, provincial achievement tests, and externally developed standardized tests.

3.????? Each school shall provide to students and parents a written description of the school procedures to assess, evaluate and communicate student achievement and performance.

4.????? A copy of each school's reporting schedule and copies of progress reports and individual program plans shall be made available on request by the superintendent, as part of the procedures for monitoring the implementation of the administrative regulation HK.AR.

5.????? Each school shall make known to students and parents the process for making an appeal about information in the written progress report. The appeal shall be made to the principal who will render a decision and report the findings to the individual making the appeal. If the individual is not satisfied with the decision, the principal shall advise the individual that a further appeal may be made to the superintendent.

6.????? Each school shall establish at least three regular reporting periods per school year. A written progress report shall be provided for each reporting period.

7.????? The final evaluation awarded for a course shall take into account what the student has demonstrated in relation to the range of curriculum outcomes for that course.

8.????? Information about effort and behaviour shall be reported, but shall not be included as part of the evaluation of the student's performance on curriculum.

9.????? Information about individual student growth, strengths, and challenges shall be reported, and supported by student work.

10.? A copy of each written progress report shall be included in the Student Record.

C.???? PROGRESS REPORTS

The written progress report shall include the following:

    1. School identification, and name of principal and teacher(s)
    2. District logo
    3. Statement of district mission
    4. Interpretation section which includes the purpose of progress reports and defines all symbols used
    5. Term and/or date of progress report
    6. Student identification including legal name and Provincial ID
    7. Indication if the student has an Individual Program Plan (IPP)
    8. Courses in which the student is enrolled and the grade level of curriculum of each course that the student is studying. For those students not on the graded curriculum, teachers shall communicate to parents the components of the student's school program.
    9. Identification of the level of achievement demonstrated by the student at the completion of a course or at the end of school year as follows:
  • For students on graded curriculum, including those with special needs

grade level of achievement for each course

10 - 12

credits earned for each course

Languages

grade or proficiency level for languages other than English courses

      • Students not on graded curriculum

      - description of progress towards achieving goals in each component of the student's program.

        5. Strengths and areas of need
        6. Medical and other conditions that impact schooling
        7. Classroom context and related services provided
        8. Instructional accommodations and strategies, including accommodations for assessment
        9. Individual long term goals and short term objectives relevant to the student's needs
        10. Level of performance for each goal at the beginning of the year and at each reporting period
        11. Transition plan at the end of the school year, or when the student changes schools or programs
        12. Signature of IPP contact person and parent

    8)????? So see the difference? ?It is apparent to me that there is a first rate website at the Calgary Board of Education. Which begs the question?if Calgary citizens have this type of quality in their education system?s ability to provide information ----why not Edmonton citizens?
